Heather Smith (cell 214-600-0249) and her Husband, Bevin, are regular attendees at North Coast Vista. Heather volunteers in the preschool on Sunday mornings. Bevin is in the United States Navy and the two live on base. Spencer Franklin and his wife live several doors down from the Smiths. Spencer is also in the Navy. The Franklins marriage is tumultuous and there is a history of domestic violence. At one point, Mrs. Franklin broke a mason jar over Spencer’s head. The Smiths have interceded with the Franklins In an attempt to help them heal the marriage. A short while ago Spencer was confined to his base in Coronado. he only recently returned to the family home. The exact circumstances leading the confinement are unknown.
On Sunday morning, 1/25/26, Heather left home and drove to North Coast for her volunteer shift. She was alone. As she left, Spencer immediately began following her. He followed her all the way to the Vista campus. A distance of approximately 20 miles. At one point, while stopped at a red light, Spencer sent a text message to Heather that read something to the effect of, “Look who is right behind you.” Heather turned into the main entrance to the campus at 0903 hours. She proceeded to the dirt lot near the Safety Team trailer and parked. Spencer followed her all the way to where she parked. He then left without any further interaction.
Heather was unnerved over the incident. She told her supervisor in the preschool who contacted the Safety Team. Team Lead Greg Flood responded and spoke with Heather. Heather was advised to report the incident to the San Diego Sheriff’s Office and to the US Navy authorities. The benefits of a restraining order were also discussed. She was advised to contact the Safety Team at the end of her volunteer shift so an escort to her vehicle could be provided. Heather stated Spencer attended North Coast on one occasion in October as part of an effort to heal the marriage. However, he is not a regular attender and had no legitimate reason to be on the campus.
Heather described Spencer’s vehicle as an older white Kia Optima sedan. Video surveillance footage showed Heather enter the main campus entrance at 0903 hours. She was driving her silver Kia Sedona van (Tx. WLX 8799). She was immediately followed by Spencer in the white Kia. As of the writing of this report, additional footage of either vehicle had not been obtained.
Since the incident involved a NCC volunteer, Team Lead Flood briefed pastor Phillip Byers.
