Incident Report / Actions Taken by Team Members

Individual walked onto Fallbrook campus via the main gate entrance during youth service times and proceeded to the walk towards the double doors that led into the cafe/lobby area. I (James Parker) noticed individual approaching the double door entrance and immediately grabbed Spencer Osborne and approached the individual. Seemingly harmless, noticed pupils were not dilating, possible drug use, smelt of urine, homeless. Individual was informed after small discussion that he could not be on campus during youth ministry times and was then escorted to the main gate by myself (James). After escorting him the individual continued to talk where he then disclosed his name and began talking about how mass shooting can be prevented as they are results of victims whose cries are not heard. After stating this I had asked the individual politely to come back to the campus during normal office hours to speak to staff members. As he left he made a comment about how he does not plan on doing anything but he is crying for help. I watched him until he was out of sight and proceeded back into the building. After a couple minutes I went back outside to ensure he hadn’t returned and noticed him standing halfway down the hill that led up to the main gate. I stood out of his sight while keeping an eye on him. After a few minutes he then proceeded to approach the church building again. I had asked another volunteer member to get Dorian Gardner (the other safety team member) and ask him to assist me outside. I met the individual just after he passed the threshold of the main gate and calmly escorted him back off the campus. By this point Dorian had joined the situation. We had let the individual speak a little to asses his intentions in returning. There was nothing of significance in terms of danger/safety. After determining he was not a threat and still harmless we disengaged and asked him again to come back tomorrow morning during normal office hours. After the individual walked away we watched to make sure he walked out of sight and then Dorian Posted up at the Main gate for about 15 minutes and afterwards we posted up at both the main entries to the church building for a majority of the night. Later on in the evening while cleaning crew was about to start locking up (11:00pm) , a Sheriff drove onto the campus in search of a suspicious looking individual that was reported but someone in the neighboring community as they were seen walking between the reporters location and the church building. The Sheriff did not provide a description of the individual.
