Incident Report / Actions Taken by Team Members

On Saturday, January 22nd, I was working in the STAR unit at the Fallbrook Campus. Team Coordinator Vince Joseph handled security coverage for the campus. At 1749 hours, while monitoring the camera system, I observed a Dodge Caravan Ca#8ACX011 back out of a parking space along the northwest corner of the overflow dirt lot. The vehicle continued backing up and struck the right rear quarter panel and bumper of a gray Toyota 4Runner Ca#5DNC472 that was parked diagonally in a marked space in a southeast direction. The Dodge stopped briefly after making contact with the Toyota and then continued backing up, pushing the backend of the Toyota several feet where it (Toyota) finally came to a rest but was now facing southbound. The Dodge pulled forward about 15 feet and stopped. I radioed Team Coordinator Vince Joseph of my observations and he immediately responded to the south overflow lot. He made contact with the driver, who was seated in the driver seat. Vince provided the license plate of the Toyota and I made contact with Campus Pastor JD Larson. Vince also asked if there was a Spanish speaker that could respond since the driver of the Dodge did not speak English. JD spoke with an attender of the church and we all walked out to the site of the collision. As we started to make contact, the Dodge began to roll back several feet and was close to striking the Toyota a second time. I went over to the driver side and saw that the vehicle was in neutral and the driver had his foot on the brake. I attempted to speak to the driver but due to the language barrier, he could not understand me. I reached into the vehicle and put the vehicle in park. JD Larson also put a few large rocks behind the rear tires to prevent it from rolling any further. I asked the subject to exit the vehicle and he complied. As he did so, I could smell a strong odor of alcohol and he appeared disheveled. His zipper was down and it appeared that he was having a difficult time standing upright as he swayed several times. I contacted the San Diego Sheriff’s Department by phone and requested a deputy to respond. The SDSO transferred me to the CHP and they advised an officer would be dispatched. We stood by until CHP officers S. Daley and Officer Sergent responded. After the CHP conducted their investigation, the driver was arrested for DUI and the vehicle was towed.
