On 02/15/2024 at approximately 0115 hours, North Coast Safety Director, Tim Moy was notified by GuardWest Security that the golf cart used by the Vista Campus night security guard has been stolen. Moy responded to the scene at around 0134 hours and spoke to Security Guard Desta Hagos about the incident. Moy also reviewed the security cameras and discovered a suspect take the carton 02/14/2024 at around 2351 hours and leave the campus, northwest on N. Santa Fe Avenue. Moy left the campus at around 0230 hours.
On 02/15/2024, at approximately 0745 hours, Moy notified Security Technology Manager, Jon Fecteau. Fecteau responded to the Vista Campus and began gathering information to report the stolen golf cart to the San Diego Sheriff’s Department. This included reviewing further security footage and putting together a timeline of events.
Fecteau discovered the following while reviewing security footage.
02/14/2024
2245 hours – Security guard is observed on “5Th Chapel” camera driving up to the riser room/security closet and parking the cart while he entered the male restroom.
2314 hours – Security guard exits restroom and walks towards his vehicle in the parking lot. Guard cannot be seen on camera at his vehicle due to darkness.
2348 hours – Suspect seen on “Facilities Outside” camera walking through bushes onto campus with a flashlight.
2350 hours – Suspect is seen on “Jr High Offices” camera walking in front of the campus.
2351 hours – Suspect is seen on “4th / 5th Lot” camera walking up to the unoccupied golf cart smoking a cigarette. Suspect is wearing dark clothing and a hooded sweatshirt.
2352 hours – Suspect is seen on “West Buidling 3 Bathroom” camera driving away. The suspect makes a u-turn and drives out to the parking lot and towards the exit.
2353 hours – Suspect is seen on the “Main Driveway Exit” camera exiting the campus with the cart and heads northwest on N. Santa Fe Avenue.
02/15/2024
0038 hours – The Security guard is seen on the “5th Chapel” camera reemerging from the parking lot and walks by the area of where the golf cart had been left by him. A short time later, it appears he realizes it is gone and several cameras observe him running around the campus looking for it. At around 0043 hours he gets into his vehicle and drives around the parking lots as well as exits the campus onto North Santa Fe. He returns to the campus at 0053 hours which is when he starts the notification process that eventually makes its way to Director Moy.
On 02/15/2024 at approximately 1030 hours, Fecteau contacted the San Diego Sheriff’s Department, after receiving all of the necessary registration information on the golf cart. At approximately 1124 hours, Community Service Officer Brown responded and took a crime report for the incident. Fecteau provided Officer Brown with all of the needed information along with security video of the incident. Officer Brown provided Fecteau with a Case Number 24106328.
On 02/16/2024 at approximately 1257 hours, Fecteau was notified by Greg Mattis from North Coast Facilities that they received a call from an unknown source that there was an abandoned golf cart parked in the neighborhood near 1965 Suncrest Avenue, in Oceanside that may be the stolen cart. Fecteau responded and verified that is was in fact the stolen cart. Fecteau worked with facilities and recovered the golf cart, returning it to North Coast Church. Fecteau also contacted the Sheriff’s Department and notified them of the recovery.
