Incident Report / Actions Taken by Team Members

On Sunday, May 28th, i was working as the Safety Team Lead for both morning services at the Vista campus. At approximately 0850 hours, the STAR operator (Shaun Paul) advised of a person with a dog in the LIVE venue. I responded and observed a male subject seated on the end of a row next to an aisle on the west side of the venue. He was seated next to a woman he had entered with. I walked over to this area and first greeted Keith Peterson who was with his wife, Julie, in the row directly in front of the subject. I then made contact with the two people and got down on one knee to pet the dog. I noticed the dog had a vest that read, “Service Animal In Training.” I asked how old the dog was and the woman answered that the canine was 10 months old. I asked if they were training the dog for a service or if it was going to be for them. They said they were training the dog for their personal use. I then asked the male subject to keep the dog close to him since he was next to the aisle and didn’t want the dog to create a trip hazard. The subject said he understood and wished them a good day and left.

At approx. 0901 i was standing in the plaza with Brad Ducat when the male subject exited with the canine and walked in the direction of the palm trees. When he saw me, he changed direction and walked over to me. He angrily stated that i was rude to him about the dog and about my warning him to keep it out of the aisle. I responded by saying, “I’m sorry” but before I could discuss the matter with him any further, he turned and walked away. He returned to the plaza a few minutes later and sat next to the rock fountain.

After about 15 minutes, he walked back in LIVE and out of view. Shortly there after, I received a call on the radio from the LIVE manager Julie Chilton who requested assistance reference the subject with the canine. I contacted Julie and she told me that the subject had complained to her about the way he was treated and alleged the security person may be racist. Julie explained our canine protocols but the individual was not satisfied and said he would fill out a complaint on a comment card. He then returned to the Sanctuary.

At approx. 0930, the female came out with the canine, went over to the coffee tent and then walked to the west side of the campus. She returned a few minutes later whereby the canine defecated in the plaza next to the west fountain. She picked up after the canine and returned to the venue.

I only had the one contact with the couple inside of LIVE. No other Safety Members contacted the couple. On Tuesday, I reviewed video and saved the footage of my contact with couple inside LIVE, the plaza contact when the subject approached me, and the contact between the male subject and Julie Chilton in the lobby of LIVE. No further action was taken.
